HULL CONTRIBUTORY RETIREMENT BOARD MEETING
October 24, 2017

The regular meeting of the Hull Contributory Retirement Board, duly posted to be held in the Second Floor Conference room, Town Hall, Hull, MA on the above date was called to order at 5:32 p.m. Present were, Members, Gregory Galvin, Brian Thompson and John King. Michael Buckley via remote participation and Retirement Administrator Lauren Durham. John Reilly was absent.
In accordance with the open meeting law, the Chair was notified and it was announced that Lauren Durham was making and audio recording of the meeting.
Minutes:
Greg Galvin made a motion, seconded by John King to approve the minutes from the September 26, 2017 Board Meeting as presented.
Unanimously Voted.
Payments:
Greg Galvin made a motion to approve and sign the Bill Warrant and the Payroll Warrant for October 2017, seconded by John King.
Unanimously Voted.
New Members:
Greg Galvin made a motion , seconded by John King, to approve the following new member of the system:
- Molly Crawford- School Department, Group 1, Start date 9/25/2017
- Alice Sloan- School Department, Group 1, Start date 9/5/2017
- Scott Paine- School Department, Group 1, Start date 9/5/2017
Unanimously Voted.
Election
The Board has received 2 valid sets of Nomination papers for 2 seats on the Board, for a term to commence on December 31, 2017, from Brian Thompson and John King
Greg Galvin casts 1 vote in favor of appointing John King to the elected seat on the Board with the term dates of December 31, 2017 through December 30, 2020. Please note for the record that this is an election by declaration. Michael Buckley seconded. John King abstained.
Motion Passed with 3 in favor and 1 abstention.
Greg Galvin casts 1 vote in favor of appointing Brian Thompson to the elected seat on the Board with the term dates of December 31, 2017 through December 30, 2020. Please note for the record that this is an election by declaration. Michael Buckley seconded. Brian Thompson abstained.
Motion Passed with 3 in favor and 1 abstention.

Review Discussion:
Greg Galvin made a motion seconded by John King to approve the proposed budget for CY2018 in the amount of $171,048.24.
Unanimously Voted.
Lauren Durham attended a Board Administrator training seminar hosted by PERAC in Hyannis on October 17, 2017.At this training, administrators were encourage to bring to the attention of their Boards the changes that have recently been made to the Open Meeting Law. These changes can be found on the AG’s website, and a copy has been provided to each member of the Board.
Updates
Former employee William Hatfield, who was offered the ability to purchase his military service instead of taking a refund of accumulated deductions decided to take the refund.
The Board reviewed the PRIT Statement for September and the Trial Balance for August.
Michael Buckley authorized $30,000 to be liquidated from PRIT to fund the payroll warrant.
The Board reviewed the following Information mail:
- PERAC Memo #30/2017- Mandatory Retirement Board Member Training- 4th Quarter
- PERAC Memo #31/2017- Appropriation Data Due October 31, 2017
- Hull Times- Board can refuse to pay convicted cop’s pension, judge rules
- November 2017-Voice of the Retired Public Employee
The Board’s next scheduled meeting is for Tuesday, November 21, 2017 at 8:00 a.m. In the Selectman’s Meeting Room. Meeting adjourned: 5:54p.m.__________
